The Texas A&M University System Chancellor's Student Advisory Board Constitution

As Amended September 6, 2000

We, the students of the Texas A&M University System, in order to promote interests beneficial to the students, to act as an official voice of the students to the system leadership, to assist the system leadership in communicating system-wide issues to students, and to consider matters of policy and their implementations, do hereby ordain and establish this Constitution of the Chancellor’s Student Advisory Board of the Texas A&M University System.

 

Article I

NAME OF ORGANIZATION AND DEFINITION OF MEMBERS, SCHEDULED MEETINGS, AND QUORUM

Section 1. The organization of the students of the Texas A&M University System of the State of Texas shall be known as the Chancellor’s Student Advisory Board of the Texas A&M University System.

Section 2. The membership of the Chancellor’s Student Advisory Board shall be made up of two (2) representatives from each system institution, Galveston campus, and System Health Science Center.

  1. One representative shall be the President of the Student Government from each system institution, Galveston campus, and System Health Science Center.
  2. The second campus representative shall be appointed by the President or CEO of each system institution, Galveston campus, and System Health Science Center.
  3. An alternate shall also be appointed by the President or CEO of each system institution, Galveston campus, and System Health Science Center. In the event of the absence of a representative, the alternate shall take the place of that representative.

Section 3. The Chancellor’s Student Advisory Board shall include the following officers:

Chair, Vice Chair of Administrative Affairs, Vice Chair of Research and Assessment, and an Administrative Advisor. The Chair shall select the Secretary with the approval of the Board.

Section 4. The Chancellor’s Student Advisory Board shall meet on a biannual basis and communicate via TTVN conferences monthly or as necessary.

Section 5. A quorum shall consist of the presence of at least one (1) voting representative from at least six (6) of the member schools including the system institutions, Galveston campus, and System Health Science Center.

 

Article II

PURPOSE OF THE ORGANIZATION

The purpose of the Chancellor’s Student Advisory Board of the Texas A&M University System is to provide representation for the students to the Texas A&M University System leadership, and to educate and stimulate student involvement in student affairs.

 

Article III

CHANCELLOR’S STUDENT ADVISORY BOARD

Section 1. Members shall have the following duties:

  1. To enact all guidelines considered necessary and proper by a majority vote of the Chancellor’s Student Advisory Board for the general welfare of its members.
  2. To set all procedures for general and special elections according to the current election code.

Section 2. Members shall have and maintain a 2.5 Grade Point Average in all academic work and must be a student within the Texas A&M University System.

Section 3. The Chair shall be a representative of the Chancellor’s Student Advisory Board and shall have the following duties:

  1. To be the official representative voice of the Texas A&M University System Chancellor’s Student Advisory Board.
  2. To insure that all provisions set forth in this Constitution are faithfully executed and adhered to.
  3. To act as chief coordinator of all officers, members, and activities involved with the Texas A&M University System Chancellor’s Student Advisory Board.
  4. To insure that all elections provided for under this Constitution are held at the proper time as determined by the Texas A&M University System Chancellor’s Student Advisory Board.
  5. To communicate Chancellor’s Student Advisory Board recommendations to the Texas A&M University System Chancellor.
  6. To call special emergency meetings as necessary.

 

Article IV

VOTING

Section 1. Each representative shall have one (1) vote on each item of business, limited to two (2) votes per system university, Galveston campus, and System Health Science Center. In the event there is only one (1) representative available from a system university, Galveston campus, or System Health Science Center, he or she is allowed to cast both votes.

Section 2. No formal action can be taken unless the established quorum vote is present, which includes proxy.

Section 3. Any Chancellor’s Student Advisory Board action not in compliance with the Articles of this Constitution shall be invalid.

 

Article V

ELECTIONS

Section 1. The general election will be held at the annual TAMUS Student Services Symposium. Should this time be inconvenient, then a mutually accepted date will be scheduled.

Section 2. Terms of the Chair, Vice Chair of Administrative Affairs, Vice Chair of Research and Assessment, Secretary, Administrative Advisor, and the Chancellor’s Student Advisory Board shall be for the length of one academic year. Their terms shall begin at the time at which the following oath is given by the outgoing CSAB Chair.

"I affirm that I will faithfully execute the duties of my office and will to the best of my ability uphold the Bylaws and Constitution of the Texas A&M University System Chancellor’s Student Advisory Board."

Section 3. A simple majority of votes is necessary to win the election.

Section 4. No system institution, Galveston campus, or System Health Science Center shall hold the position of Chair for two (2) consecutive years.

 

Article VI

AMENDMENTS

Amendments to the Chancellor’s Student Advisory Board Constitution may be established by a two-thirds (2/3) vote of the total membership of the Board.

 

Article VII

RATIFICATION

This Constitution shall take effect immediately after having received a two-thirds (2/3) vote of the total membership of the Texas A&M University System Chancellor’s Student Advisory Board.
