01.01.01.S1 Development, Publication and Distribution of Rules

Supplementing System Regulation 01.01.01

  1. GENERAL

    The Texas A&M University System Administrative and General Offices (SAGO), through the Office of Policy Implementation and Compliance, will develop, publish and distribute rules in accordance with and/or to supplement System Regulations.

  2. DEFINITIONS

    The SAGO Administrator is the person who manages the area of responsibility or whose functional expertise falls under the subject matter of a rule.

  3. RULE DEVELOPMENT

    Either the appropriate SAGO Administrator or the Office of Policy Implementation and Compliance will determine the need for a rule. The appropriate SAGO administrator will develop the first draft of a rule and submit the rule for review.

  4. RULE REVIEW, PUBLICATION AND DISTRIBUTION
    1. The rule will be submitted to the Office of Policy Implementation and Compliance (OPIC) for formatting, review and circulation.
    2. The rule will be forwarded with the approval paperwork to the responsible System Administrator. If there are changes to be made to the rule, it will be returned to OPIC for revision. Upon approval by the SAGO Administrator the rule will be forwarded to;
    3. the Office of General Counsel for review and approval. If there are changes that need to be made, the rule will be returned to OPIC for revision. When the rule is legally sufficient the General Counsel will sign the rule and forward it to; and
    4. the appropriate Vice Chancellor who will review and sign the rule.
    5. The Chancellor will approve and sign the rule.
    6. The approved rule will then be returned to the OPIC, distributed to the SAGO managers, and published on the internet. The SAGO managers will be responsible for distributing the rule to the employees in their respective departments.
